The Paris Agreement was adopted in 2015 with the aim of fostering global unity. This major consensus was brought to life through the joint signatures of 195 countries. Under the agreement, the goals are to limit the global temperature rise to 1.5°C and to establish a just transition process for everyone.

Turkey aims to reduce greenhouse gas emissions by 466 Mt CO₂e compared to the Reference Scenario and, in this context, to limit greenhouse gas emissions to 643 Mt CO₂e by 2035.
Turkey’s first Climate Law, which guides the country’s climate efforts, was published in the Official Gazette on July 9, 2025, and entered into force. Under the Act, it was decided to establish economic instruments such as the Emissions Trading System (ETS) and the Turkish Green Taxonomy to safeguard the international competitiveness of Turkish industry. The aim is to facilitate financing for green investments and thereby translate the emission reduction targets outlined in the Nationally Determined Contribution (NDC) into reality through a legal mechanism.
